Interstate Five (1-5) <br /> Lathrop, CA., 95330 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) <br /> has reviewed this site for compliance and offers the following comments. <br /> On January 12, 1994, at a time when BP Oil was the sole responsible party, there was <br /> 6,700 ug/I of MTBE detected in the groundwater from MW-6. On May 5, 1994, there was <br /> a reported increase to 12,000 ug/I of MTBE in the groundwater from MW-6. <br /> On July 6, 1995, Lawrence B. Silva of TOSCO Marketing Company advised PHS-EHD <br /> that TOSCO had recently acquired this BP site. In addition, TOSCO also advised PHS- <br /> EHD that BP "remains as the primary contact for contamination investigation and <br /> corrective action". <br /> On October 15, 1997, MTBE was detected in groundwater from all of the monitoring <br /> wells, with groundwater from MW-5 recording the highest concentration of 93,000 ug/I. <br /> The last quarterly monitoring report submitted to PHS-EHS was for a sampling event held <br /> on May 7, 1998. This monitoring well groundwater sampling event indicated that MTBE <br /> was still present. Groundwater from MW-2 had the highest concentration of MTBE with <br /> 110,000 ug/l. <br /> Although PHS-EHD field records indicate a groundwater sampling event was conducted <br /> on September 15, 1998 for MW's #2, 3, 4, and 5 only, the Quarterly Monitoring Report <br /> (QMR) has not been received at this office. <br /> PHS-EHD hereby directs you to resume quarterly monitoring and sampling of all <br /> monitoring wells associated with this site. A Quarterly Monitoring Report (QMR) is <br /> due at PHS-EHD prior to the next quarter's sampling event The next QMR is due at <br /> PHS-EHD by April 26, 1999 for the first quarter-1999 (January, February, and <br /> March). <br /> A Division of San Joaquin County Health Care Services <br />
