Camille <br /> Tosco Marketing Company <br /> Environmental Compliance Division <br /> 2000 Crow Canyon Place, Suite 400 <br /> San Ramon, California 94583 <br /> Subject: Work Plan For Underground Storage Tank Removal and Over-Excavation of <br /> Impacted Soil At Tosco 76 Branded Facility #11195, 16500 South Interstate 5, <br /> Lathrop, California. <br /> Mr. Camille: <br /> At the request of Tosco Marketing Company (Tosco), Gettler-Ryan Inc. (GR)has prepared this Work <br /> Plan for soil sampling following removal of the gasoline underground storage tanks (USTs) and <br /> associated product piping and dispensers at the subject site (Figure 1). This work is being performed <br /> as part of an upgrade of the UST system to conform with the 1998 EPA UST standards. The existing <br /> USTs and related equipment will be removed by Tosco's contractor, who will obtain the necessary <br /> permits from the San Joaquin County Public Health Services (SJCPHS) and other agencies, as <br /> required. GR will collect compliance samples from the UST pit and product piping trenches as <br /> required by the State of California Water Resources Control Board's (SWRCB)Leaking Underground <br /> Fuel Tanks (LUF7) Manual, the California Regional Water Quality Control Board's (RWQCB) Tri- <br /> Regional Board Staf'Recomnendations for Preliminary Investigation and Evaluation of Underground <br /> Tank Sites, and SJCPHS guidelines. Following UST removal, Tosco may elect to perform additional <br /> excavation of petroleum-impacted soil, if encountered. If additional excavation is conducted, GR will <br /> collect confirmation samples from the lateral limits of the excavation in accordance with SJCPHS <br /> guidelines. <br /> The site is currently an active Tosco facility branded as a 76 Station, with a snack store building, two <br /> dispenser islands, and one 10,000-gallon, one 8,000-gallon, and one 6,000-gallon single-wall <br /> underground storage tanks (UST)s. Pertinent site features are shown on Figure 2. <br /> PREVIOUS ENVIRONMENTAL ACTIVITIES <br /> Based on information supplied by Tosco, environmental activities performed at the site included: <br /> • Seven groundwater monitoring wells have been installed at the site. Wells MW-1 through <br /> MW-5 were installed in December 1992.
