T r,� N%pw <br /> i <br /> Remedial Action Plan-Tosco 76 Branded Facility No. 11195 <br /> .Tune 21 1999 <br /> Therefore, GR proposes to remove approximately 5,000 to 10,000 gallons of groundwater weekly <br /> from the former UST pit through the conductor casing. The groundwater will be pumped directly <br /> from the conductor casing into 5,000 gallon vacuum trucks and transported by Waste Management <br /> Industrial Services, Inc., of Benicia, California (WMIS), to the Tosco Refinery, in Rodeo, <br /> California, for disposal. Groundwater samples will be collected from the conductor casing on a <br /> monthly basis. The results of these samples, in conjunction with the results quarterly groundwater <br /> monitoring and sampling of the eleven existing wells, will be used to evaluate the effectiveness of <br /> the groundwater purging. Based on this evaluation, recommendations for modification of this RAP, <br /> including further performance testing and/or the purging of on-site monitoring wells in addition to <br /> the conductor casing, will be made as warranted. <br /> Groundwater sampling will be conducted in accordance with GR Field Methods and Procedures <br /> (attached). All groundwater samples collected from the conductor casing will be submitted to <br /> Sequoia Analytical (Sequoia), in Walnut Creek, California (ELAP #1271). The monthly <br /> groundwater sample will be analyzed for TPHg, BTEX, and MtBE to determine remedial <br /> effectiveness. Analytical results will be documented in remedial status reports to be submitted to <br /> Tosco and the SJCEHD. <br /> SCHEDULE <br /> Implementation of this RAP can begin immediately. Swift implementation of this RAP will further <br /> reduce the spread of dissolved hydrocarbons in the groundwater at this site. In addition, the <br /> proposed scope of work will have a minimal impact on operations at the site, nearby business and <br /> residential areas, and was briefly conducted during March 1999 without incident or complaints. <br /> Therefore, Tosco should request that the SJCEHD waive any public participation periods and allow <br /> immediate implementation of this RAP or allow interim implementation pending outcome of the <br /> public input procedure. <br /> 140193.07-1 <br /> 6 <br />
