Tosco Marketing Company (Tosco), the current owner and operator of the retail service station, <br /> had indicated that the UST system was planned for upgrade during the latter half of 1998 to <br /> comply with federal and state requirements for leak detection and prevention_ The proposed <br /> upgrade includes new double wall product piping, turbine containment sumps, dispenser <br /> containment, and installing new primary tanks within the existing single wall fiberglass tanks <br /> (BP Oil, 1998). Figure 2 shows the layout of the site and the locations of the existing <br /> underground fuel storage tanks and dispenser islands. <br /> Properties adjacent to the site are either commercial,residential, or undeveloped. An Arco <br /> service station is located on the northwest comer of the intersection of Louise Avenue and <br /> Harlan Road. East of the site across Harlan Road is a restaurant and a hotel. There are <br /> undeveloped tracts of land to the south and residential areas to the north. <br /> On May 7, 1998, records at the San Joaquin County assessor office were reviewed to obtain <br /> parcel maps and identify nearby property owners.
