NRC Equity Fund 3 <br /> improves absorption of the moisture which provides precise and controllable <br /> humidity levels throughout the facility. Fogco has over 25 years of experience in <br /> the high-pressure fog industry and its systems are used worldwide. <br /> 3.3 Odor Mitigation <br /> Odor is one of the main concerns and the topic of most complaints received <br /> regarding cannabis cultivation in the County. Cannabis odors are caused by terpenes <br /> and terpenoids, and are typically more pungent once the plant begins to flower and <br /> bud. Terpenes and terpenoids are volatile aromatic oils that give plants unique smell <br /> and flavors (like hops in beer). Different strains of cannabis have different smells <br /> and varying intensities of odor. While cultivating indoors with proper ventilation <br /> systems can reduce or eliminate detectable odors, outdoor cultivation is harder to <br /> control and odor can be detectable for hundreds of feet. <br /> • There are existing VOC (volatile organic compounds) emission issues in the <br /> immediate area with ozone and PM2.5 being the primary two pollutants. <br /> • It is not believed that the planned operation will contribute to the pollutants <br /> affecting air quality in the immediate area. <br /> • Implemented as planned, neither the construction nor the operational phase will <br /> contribute to an increased level of VOC emissions <br /> • The potential for odor emissions as a result of NRCEF cannabis cultivation <br /> operations will be mitigated by the installation of a Fogco Odor Control System <br /> that uses odor neutralizer ODOR-ARMOR 4208. <br /> ➢ The SUBTRACTIVE ODOR CONTROLTM process eliminates terpenoids, <br /> sulfides and mercaptans odors completely. <br /> ➢ The Material Safety Data Sheet details the properties of this agent, including the <br /> EPA validation that it is nontoxic. Dell Tech, which prepared and provided the <br /> Material Safety Data Sheet, elaborated on this and further validated the fact that <br /> this agent was not hazardous and was nontoxic. <br /> ➢ The SUBTRACTIVE ODOR CONTROLTM process reduces odor intensity by <br /> over 90% compared to other vapor phase technologies that achieve up to 60%. <br /> ➢ The installation of Fogco fog rings on the exterior of the exhaust fans will <br /> reduce the intensity of the original concentration of cannabis odor by 90% to <br /> 10%. <br /> The efficacy of the ODOR-ARMOR 4209 odor neutralizer was validated by <br /> two Professional Engineers at St. Croix Sensory, Inc. in independent testing. <br /> ➢ If, for any reason the Fogco system failed or weather conditions caused an <br /> adverse event, a NOAA HySplit pollution dispersion assessment demonstrated <br /> that the full-strength odor would be reduced to a concentration of zero by the <br /> time it reached sensitive receptor properties. <br /> o Because the weather patterns in San Joaquin County are largely predictable <br /> with only inversion layers representing unknown events, it is believed that <br /> prevailing weather conditions will not measurably affect the dispersion of <br /> the potential pollutant.
