L Prior to release of the building permit, the owner shall enter into an agreement with San Joaquin <br /> County for post-construction maintenance of stormwater quality facilities. <br /> j. Documentation shall be provided showing the owner has verified if an Industrial Storm Water Permit <br /> is required from the State Water Resource Control Board (SWRCB). <br /> k. All new construction and the substantial improvement of any structure, including conversion of <br /> existing structures, in the area of special flood hazard shall be elevated or flood proofed in <br /> accordance with San Joaquin County Ordinance Code Section 9-1065.12(a), (b), and (c). <br /> 1. No structures, fill, grading or other construction activity shall occur within the designated floodway <br /> of the Mokelumne River_ <br /> m. No structures will be allowed within 10 feet of the toe of the Mokelumne River Levee. <br /> Information Notes: <br /> 1. Standard Best Management Practices for the type of development proposed shall be incorporated <br /> into the site storm drainage design. <br /> 2. Wastewater shall NOT be allowed into the storm drainage system. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209]468-3420) <br /> a. Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332, to determine if the existing well can be permitted as a public water <br /> system prior to issuance of building permits_ If a public water system is required, applicant shall <br /> submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board, Division of Drinking Water (Water Board), at least 6 months before <br /> initiating construction of any water-related improvement, as defined. The issuance of a permit to <br /> operate a small public water system by the local primacy agency (EHD) is prohibited without the <br /> concurrence of the Water Board. Please contact Brian Kidwell, P.E., with the SWRCB Division of <br /> Drinking Water, at (209) 948-3963 concerning the requirements for preliminary technical report <br /> submittal prior to issuance of building permits_ <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a <br /> permit application to operate a Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits. To issue a permit to operate, concurrence from the <br /> Water Board is required. A yearly permit to operate a public water system will be required by the <br /> EHD prior to sign off on over a recorded 20-foot-wide easement the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 116570 <br /> b. A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2[d]). The <br /> fee will be based on the current schedule at the time of payment. <br /> The sewage disposal system shall comply with the onsite wastewater treatment systems standards <br /> of San Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> PA-2000012—Conditions of Approval 7 <br />
