The costs associated with off-site landspreading of the soils are
as follows:
Excavation $ 40, 000
Site Restoration 80, 000
Off-site Landspreading
(incl. trans. ) 620, 000
Sampling 20, 000
Misc. (Equip. , Manpower, etc. ) 30, 000
$786, 000
Contingency (20%) 157. 000
Total Estimate $943, 200
7.2 . 2 . Thermal Treatment
The majority of petroleum products available today are used for
energy. Their unique chemical properties allow consideration of
incineration processes for remedial activity. the process of
incineration invoices the combustion of these organic compounds
in the presence of oxygen.
There are may types of solids-processing incinerator currently
available for use. Waste materials are incinerated in rotating
kilns, fixed kilns or hearths, rotating lime or cement kilns,
asphalt plants, fluidized bed incinerations, and low temperature
strippers.
Of the types of incinerators discussed, rotating kiln and fluid-
ized bed are available as transportable units for on-site soils
processing and as large-scale commercial facilities. The low
temperature thermal stripper is specifically designed as a
transportable unit. Transportable units are usually delivered on
flat-bed trailers in modules which are quickly united and in-
stalled. Usually only hood-ups for utilizes are required.
Sate-specific regulatory, technical, and economic factors will
determine the choice of on- or off-site processing.
For the purposes of this report, a general estimate is provided
for on-site thermal treatment. Typically, costs are dependent
upon the type of incineration process selected. The estimated
costs associated with this remedial alternative areas are as
follows:
o On-sate Mobile Unit
($200/ton) (8000 yd3 x 2600lb/yd3) $2, 080, 000
o Permits and Manpower 320, 000
o Excavation, Backfill & Resurface 120, 000
$2 , 520,000
Contingency (20%) 504 , 000
Total Estimate $3 , 024 , 000
- 16 -
