1.0 INTRODUCTION AND BACKGROUND <br /> In November 1993, the J.R. Simplot Company (Simplot) conducted a <br /> limited soil survey in the former agricultural chemical area of their Lathrop, <br /> California facility (Figure 1). This survey was conducted in preparation for a minor <br /> construction project which required excavation. The results of the survey <br /> indicated the presence of the fumigant compounds Dibromochloropropane <br /> (DBCP) and Ethylenedibromide (EDB), along with several other Organochlorine <br /> Pesticides, in the shallow soils at one particular boring location identified as SW <br /> (northwest corner of the warehouse - Figure 2). The results of the initial survey <br /> are contained in Table 1. <br /> Based on the results of the initial survey, the Occidental Chemical <br /> Corporation (OCC) conducted a site investigation in late March 1994. A total of <br /> eight boreholes were installed in the locations shown on Figure 3. From each <br /> borehole, a maximum of three soil samples were collected and analyzed. The <br /> results of these sample analyses, as shown on Tables 2 and 3, indicated that <br /> fumigant and organochlorine pesticide compounds were present in a limited area <br /> ' of the shallow soils in the former agricultural chemical area of the Lathrop Simplot <br /> facility. Of these compounds, only the concentrations of DBCP were significant. <br /> The site investigation activities were reported in the May 6, 1994 "Site Investigation <br /> ' Report". <br /> ' From the lateral and vertical sample data collected, the major extent of the <br /> DBCP presence was found to be isolated to a forty foot diameter area with a <br /> ' maximum depth of slightly over eight feet (See Figures 4 & 5). The impacted area <br /> was estimated to be 72 cubic yards. <br /> Based on these data, it was recommended that the impacted soils <br /> containing greater than 1.0 mg/kg of DBCP be excavated and disposed of. The <br /> following discussion provides the details of the proposed soil removal activities. <br /> 1 <br />
