GEOMATRIX <br /> 2.2 Facility History <br /> ' The facility has been used for many years for formulating and storing agricultural fertilizers. <br /> Previous operations also included pesticide formulation in the Ag Chem area near the west side <br /> of the facility. The Ag Chem area is approximately 390 by 550 feet and includes large warehouse <br /> ' buildings, an office building, and a tank farm. The area is entirely paved and drains via <br /> underground piping to a main collection si mp. The buildings and tanks are currently used to <br /> ' warehouse packaged and bulk (liquid and solid) agricultural products. <br /> ' The facility history includes remediation of groundwater below most of the Simplot-owned <br /> properties. Groundwater remediation has been conducted from about 1982 through the present <br /> to remove pesticide residues in the upper aquifer (TreaTek, 1992), as summarized below in <br /> Section 2.5. <br /> ' 23 Tank History <br /> In the early 1970s, OXY installed a new Ag Chem area for dry and liquid pesticide formulation <br /> activities. The area was completely paved and fenced. Surface runoff drained via subsurface <br /> piping to the main collection sump, which pumped stormwater into aboveground tank 127. <br /> Formulation activities were conducted inside buildings; the building floors contained floor drains <br /> and two collection sumps. Rinsewater that collected in these drains was pumped via aboveground <br /> piping to the main collection sump. Water collected in the sump, which was not predominantly <br /> stormwater, was pumped into aboveground tank 128. <br /> 1 <br /> In 1981, the Department of Health Services (IHS, the DTSC predecessor agency) issued OXY <br /> Interim Status Document (ISD) CA009184508 (DHS, 1981) to regulate the storage of hazardous <br /> wastes. <br /> ' In 1982, OXY submitted a Hazardous Waste Storage Facility permit application to the U. S. <br /> Environmental Protection Agency(EPA)(OXY, 1982). The types and estimates of annual quanti- <br /> tiesof wastes stored under interim status operation are presented in Table 1. In addition to <br /> wastes included on this list, a 1987 waste profile for wastewater transported from the tanks to a <br /> hazardous waste disposal facility in Texas indicated the additional presence of nitrogen peroxide <br /> ' (P079). <br /> In 1983, Simplot purchased the Lathrop facility from OXY and submitted a request to DHS to <br /> rescind the ISD (Simplot, 1983). Simplot indicated that hazardous wastes were not treated or <br /> disposed of on the Lathrop facility and that hazardous waste would no longer be stored more than <br /> 90 days. The ISD was rescinded (DHS, 1983). Tanks 127 and 128 continued in use for short-term <br /> (less than 90 days) storage of agricultural chemical wastewater. <br /> 3 <br /> 1 <br />
