GEOMATRIX
the northwestern portion of the Lathrop Plant. The containment area and sumps will continue
to be used after the closure activities described herein are completed.
' All residue within the sumps will be removed and the sumps will be hydroblasted. The sump
residue will be stored in a drum, tested for hazardous waste characteristics, and disposed of as a
hazardous waste, if necessary. The hydroblasting rinseate will be stored in a Baker Tank, tested
' for hazardous waste characteristics, and disposed of as hazardous waste, if necessary. If non-
hazardous, the rinseate will be disposed of at a permitted hazardous waste disposal facility. it is
' assumed that a total of 10 pounds of sump residue and about 50 gallons of rinseate will be
generated.
' A total of 13 soil samples will be collected within the secondary containment area. One of the
samples will be collected adjacent to the base of the sump within the containment area and one
' will be located within the footprint of Tank 128, once the tank has been removed. One sample
will be collected below each of the five flanges connected to Tanks 127 and 128. The remaining
six samples will be surficial samples located at random locations within the secondary containment
area.
One additional soil sample will be collected adjacent to the base of each of the sumps located
outside of the containment area. The approximate location of the samples are indicated on
Figure 2. The actual sample locations will be determined by the licensed engineer during closure.
For areas of soil sampling, surfcial asphalt or concrete pavement will be broken out with a chisel
or removed with a concrete saw. Soil samples will be collected using a drive sampler fitted with
pre-cleaned brass sample tubes. The samples will be collected approximately 6 to 8 inches below
the paved surface, as previously described. The drive sampler will be cleaned between sample
locations. The tubes will be sealed with plastic end caps and tape. After sampling, the pavement
will be replaced with an asphalt patch. The samples will be sealed, labeled, and placed in an iced
' cooler for transport to the laboratory under chain-of-custody procedures. The soil samples will
be analyzed for DBCP and EDB using EPA Method 8011, organochlorine pesticides using EPA
Method 8080, and organophosphorus pesticides using EPA Method 8140.
If the soil samples contain hazardous waste concentrations of pesticide residues, depending on the
' quantities involved, Simplot may arrange to remove, treat (if necessary), and dispose of the soil
at a permitted hazardous waste landfill. Groundwater below the site is being collected and treated
to remove pesticide residues, as described above in Section 2.5. The soil surface over most of the
' Ag Chem area is paved. These conditions provide effective controls for exposure routes and
cleanup beyond hazardous waste concentrations does not appear warranted.
11
1
