Simplot Company <br /> ]Lathrop, California <br /> ' 1.0 )[INTRODUCTION <br /> This plan identifies the actions necessary for closure of a portion of J. R. Simplot Company's <br /> (Simplot's)Lathrop Plant.The former owner of the Lathrop Plant,Occidental Chemical Company <br /> (OXY),operated the facility under Interim Status Document(TSD)No. CAD 009184508, effective <br /> 17 July 1981. The Lathrop Plant location is shown on Figure 1. The facilities to be closed as part <br /> of this plan are in the Ag Chem area and include two aboveground storage tanks (Tanks 127 and <br /> 128) within a secondary containment area, one underground storage tank, three drainage sumps, <br /> ' aboveground and underground piping, and soil immediately below the aboveground pipeline <br /> flanges and valves. These facilities were installed by OXY in the early 1970s and were used by <br /> Simplot and OXY to store washwater from pesticide formulation activities and stormwater <br /> collected from the pesticide formulation area. <br /> In 1983, Simplot purchased the Lathrop facility from OXY and on 8 June 1983 submitted a <br /> request to the Department of Health Services (DHS) to rescind the ISD on the basis that the <br /> Lathrop facility no longer treated, disposed, or stored hazardous wastes for longer than 90 days. <br /> ' The ISD was rescinded by the DHS on 23 June 1983- <br /> After the ISD was rescinded in 1983, Simplot continued to use the tanks and appurtenant piping <br /> within the Ag Chem area for short-term (less than 90 days) storage of agricultural chemical <br /> wastewater and stormwater.Simplot discontinued activities involving the formulation of pesticides <br /> ' and cleaned out the Tanks 127 and 128 in mid 1988. Tank 127 continued to be used for storage <br /> of stormwater. In 1989, Simplot cleaned out the additional appurtenant piping. In 1991, Simplot <br /> ' tested and cleaned out residual tank sludge and began using Tank 127 to store fertilizer product. <br /> In 1993, the Department of Toxic Substances Control issued a Report of Violation (ROV) to <br /> ' Simplot for failing to close the former hazardous waste storage tanks in accordance with current <br /> closure requirements. In response to this ROV, Simplot entered into a Consent Agreement with <br /> ' DTSC to complete closure of these facilities in accordance with current regulations. <br /> 1 <br />
