' NestI6 USA, Inc. —Rip*CA October 31, 2006
Public Participation Plan
' it currently removes and treats approximately 8 million gallons of groundwater per
month.
' A second groundwater extraction system was installed on S. Stockton Ave. and began
operation in October 1999. This system was upgraded in 2004. It currently extracts and
treats approximately 20 million gallons of groundwater per month.
' As part of the Project, 132 wells are currently monitored in the vicinity of the former
Facility, including City of Ripon municipal wells, Fox River Paper Company wells, certain
private wells, and monitoring wells.
' The Water Replacement Contingency Plan for the area south of the Stanislaus River -
after review by the RWQCB - has been finalized. This plan will ensure that any sample
results from wells with volatile organic chemicals (VOCs) detected above the applicable
t drinking water standards will be promptly reported to the users of those wells. It also
describes the short- term and the long-term plans for water supply.
With the RWQCB's approval, Nestle is developing a revised groundwater flow and
' transport computer simulation to assist with the implementation of a long-term strategy
for effective plume capture and the mass removal of VOCs. Additionally, Nestle is
amending its 1994 feasibility study to include new technologies that were not available at
' that time. A Final Remedial Action Plan is being prepared to evaluate the use of new
and different groundwater cleanup and plume migration control methods.
Table 1 summarizes the current and proposed activities.
' Table 1: List of Activities
Activity List
' Public meeting regarding plume investigation south of
Stanislaus River
Submit Final Indoor Air Vapor Intrusion Risk Evaluation Report
' to RWQCB
Provide replacement water for two private water supply wells
south of Stanislaus River
Install monitoring well cluster west of existing cluster M-32
' Install guard well(s) between former Nestle facility and City of
Ripon supply wells MW-13 and MW-14.
Submit Final Evaluation of Treated Groundwater Disposal
' Alternatives Report to RWQCB
Submit Draft Remedial Action Plan/Record of Decision to
RWQCB
' 2.4 LAND USE
This section describes current land uses in the vicinity of the former Facility and possible
' future land uses of the former Facility site and surrounding areas.
