CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 99-079 <br /> WASTE DISCHARGE REQUIREMENTS <br /> NESTLE USA- BEVERAGE DIVISION INC. <br /> FORMER RIPON FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board)finds that: <br /> 1. Nestle USA-Beverage Division Incorporated (herd after Discharger) is a wholly owned subsidiary <br /> of the Nestle Holdings. The Discharger owns a former manufacturing plant in Ripon, San Joaquin <br /> County. The plant is in the NW-1/4 of Section 29, T2S,RBE, MDB&M and is approximately <br /> three quarters of a mile north of the Stanislaus River (shown on attachment A). <br /> 2. The manufacturing plant was built in the 1930s and was initially used for the production and <br /> processing of dairy products. After 1948 and until 1986, the plant manufactured instant coffee. <br /> Beginning in 1957,trichloroethylene (TCE) was used to extract caffeine in the decaffeination <br /> process. Methylene chloride was used in place of TCE, beginning in 1970. After 1986, no volatile <br /> organic constituents (VOCs) were used at this facility. <br /> 3. In 1985,the Discharger sampled two on-site production wells,NI and N2. Analytical results <br /> indicated the presence of a TCE plume. Since 1985,the Discharger has installed a total of 56 <br /> monitoring wells and has conducted several soil and groundwater assessments at the facility and in <br /> its vicinity to determine the extent of TCE in groundwater. Groundwater analytical data indicate, in <br /> addition to TCE,the presence of cis 1,2-dichloroethene(cis- 1,2-DCE), 1,1-dichloroethene(1,1-DCA), <br /> 1,1,1-trichloroethene(1,1,1 TCA), 1,2-dichloropropane (1,2-DCP), carbon tetrachloride(CCL4), <br /> tetrachloroethene (PCE), vinyl chloride(VC), chloroform. The Discharger believes that PCE, <br /> CCL4 and 1,1,1 TCA are not associated with the former activities at the Nestle Facility. <br /> 4. In 1993 the Board adopted Cleanup and Abatement Order No. 93-712 requiring the Discharger to clean <br /> up the soil and groundwater contamination and submit technical reports according to a time schedule. <br /> 5. The Discharger has operated an interim groundwater extraction and Granular Activated Carbon <br /> (GAC) treatment system since 1986. The system includes one groundwater extraction well EI-1. <br /> Treated groundwater is discharged to the industrial sewer line to the City of Ripon Publicly Owned <br /> Treatment Works (POTW). <br /> 6. Capture zone analysis performed by the Discharger indicate that only the center of the plume with <br /> the highest concentrations of TCE is extracted and additional remedial actions are necessary to <br /> clean up the remainder of the plume. The Discharger proposes to install a full-scale groundwater <br /> extraction and treatment system to achieve this. The groundwater flow is greatly influenced by <br /> pumping from municipal supply wells, irrigation wells to the north of the facility,and industrial <br /> production wells to the southeast of the facility. <br /> 7. The City of Ripon Municipal Supply Wells surround this facility. Two wells have been affected <br /> by Nestle's TCE plume and the City has installed GAC wellhead treatment on one of the wells, <br />
