FACILITY, RIPON, SAN JOAQUIN COUNTY <br /> Dear Ms. Joachim: <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 2012 Monitoring Well Installation Work Plan (Work Plan) dated 8 November 2012. <br /> Environmental Cost Management, Inc. prepared the Work Plan on behalf of Nestle USA, Inc. <br /> (Nestle)for its former decaffeinated coffee processing plant at 230 Industrial Avenue in Ripon. <br /> The Work Plan formalizes the locations of three monitoring wells that Nestle and Central Valley <br /> Water Board staff agreed upon during a meeting held on 2 October 2012. Central Valley Water <br /> Board staff requested the meeting in its 22 June 2012 review letter for the 29 March 2012 <br /> M-10A 2011 Investigation Report. In addition, the letter required Nestle to install several wells <br /> to monitor the trichlorethene groundwater plume that has migrated at least 1,600 feet from its <br /> former coffee processing facility toward the northwest. During the meeting, Nestle indicated that <br /> it planned to install offsite groundwater extraction wells within this plume to capture TCE <br /> contaminated groundwater in the A-Zone water-bearing unit beneath the surface. Also, Nestle <br /> requested to defer installation of monitoring wells until after the installation of the extraction <br /> wells, arguing that the monitoring wells could serve two purposes: 1) monitor TCE migration and <br /> 2) monitor the effectiveness of the extraction wells. Central Valley Water Board staff agreed <br /> with Nestle that some of the monitoring wells could be installed later, provided three were <br /> installed as soon as possible. Nestle agreed to submit a Work Plan for installation of three <br /> monitoring wells at the toe of the plume to monitor any further TCE migration. Also, Nestle <br /> agreed to install the remaining monitoring wells within the plume after installation of a <br /> groundwater extraction and treatment system. <br /> Central Valley Water Board staff approves the well locations and well screen intervals proposed <br /> in the Work Plan. Nestle must begin well installation by 7 January 2013.
