Phase VI Report Memorandum -3- 14 May 1991
Nestle Foods Corporation
8. The Report presents contaminant concentrations maps. However, the Report does
not present the contaminant concentrations plotted on the cross sections. These
graphics are useful in presenting the vertical distribution of contaminants in
the aquifer.
9. Figure 3-11 shows that there are two contaminant concentration highs in the A
zone. The two highs have been attributed to sources on-site and the sewer line
source to the south. However, an alternate interpretation may be that there is
a preferential flow path between the two concentration highs. Due access
restrictions on the Regal Almond property, monitor wells have not been installed
in the area between these two concentration high areas.
MEETING AGREEMENTS AND CONCLUSIONS
Based on the discussions during the meeting on 25 April 1991 and the telephone
conversation with Ms. Black, the following agreements and conclusions were made
regarding the water level and quality data review in the Phase VI Report.
1 . Nestle will reduce the monthly ground water level monitoring to quarterly for
all of the monitoring wells and any other wells currently being measured.
2. Nestle will consider preparation of the recommended graphics.
3. Nestle will coordinate the water level and water quality monitoring program to
the same quarter, and will consider the recommended winter quarter (January
measurements) for data analysis/interpretation.
4. Annual sampling of all of the monitor wells will be considered. This full
sampling event may best be performed during the wet season (January) as these
data may be the season to be analyzed/interpreted for both water levels and
water quality. Presently, only the wells around the edges of the plume are
sampled on a quarterly basis.
5. Due to access restrictions, Nestle been unable to install monitor wells on the
Regal Almond property. If Nestle can obtain the access, they will consider the
installation of monitor wells on this property to determine if there is a
preferential flow path to the south in the A zone. However, Nestle wants to
delay the installation of any additional wells until after June 1991. Any
additional wells may be installed for the purposes of verification monitoring.
6. The Phase VI Report is the last report in the remedial investigation (RI) . Any
additional data analysis/interpretation prepared by Nestle may best be presented
in an annual report of the data collected during that particular year. The
annual report must summarize the quarterly water quality data for that year and
must present the analysis/interpretation of the water level and quality data.
7. Nestle will submit a work plan after the model has been calibrated. The work
plan should be submitted by 1 September 1991 and is to include the installation
of monitor wells to the south to define the lateral and vertical extent of
contamination, the work needed to finalize the FS and to prepare for an annual
reporting system.
