2.) Ultraviolet light/hydrogen peroxide oxidation is another'technology <br /> we have used to remove TCE and its breakdown components from <br /> groundwater. A thorough discussion of this process attached, from <br /> Dr. W. Carey of Nestle Foods about Rayox System (See Appendix). <br /> 3.) In-situ bioremediation is another technology we have used to <br /> remove TCE from groundwater. A trial run at our factory, where <br /> the TCE readings were much higher than the Stockton Street property, <br /> showed sizeable drops in relatively short time period and the readings <br /> stayed low even months after all treatment was stopped. <br /> The work to date has been done by ECOVA Corporation with technology <br /> developed by government utilizing certain bacteria strains to feed on <br /> toxics like TCE and break it down to harmless forms. The bacteria <br /> strain is rather common and does exist in our soil and water samples <br /> naturally but not in large enough quantities to reduce TCE levels. <br /> ECOVA will take samples of water from the site and encourage the <br /> development of this bacteria in the laboratory. Then they will bring <br /> the culture to the site and inject. Drawing #4 shows a schematic <br /> of equipment used in pilot trial. We would propose a similar layout <br /> for Stockton Street cleanup. Figure #2 shows the results of our <br /> Industrial Ave. work with bioremediation. <br /> The real plus for bioremediation, besides being quick and effective, <br /> is that it does not require wasting any water. The negative is the <br /> fact that we don't know yet how mobile it will be. In other words, <br /> how many injection wells will we have to drill to reach all the contami- <br /> nation. <br /> In summary, applying the three technologies described in this proposal are <br /> the best alternatives that we see to stop the spread of groundwater contami- <br /> nation. We have been working with the State of California Regional Water <br /> Quality Control Board since discovering this contamination in 1986. They <br /> are reviewing each step of our study and cleanup efforts. As I said, <br /> before we have used all of these technologies on our factory site at <br /> 230 Industrial Ave. , with good results. The Stockton Street site has the <br /> highest readings of contamination found in the study, next to the readings <br /> we had at factory site. Now the Stockton Street location has the highest <br /> TCE readings. The State has recently emphasized that the Stockton <br /> Street contamination should be cleaned up soon. We have rented the <br /> property to give us access to do the cleanup in an expedient manner. <br /> If you have any further questions about these cleanup technologies or <br /> about our plans to apply them, please contact us prior to the permit hearing. <br /> We would like to have the answers for your questions in an effort to get <br /> approval in one appearance. <br />
