DEVELOPMENT APPLICATION:
Property: Special Circumstances:
This request for permission to install equipment to provide
remediation of contaminated groundwater and soils is initially
targeted at installation of a technology utilizing ultraviolet
light as a catalyst to aid hydrogen peroxide oxidation for
destruction of volatile organic chemicals in groundwater.
Groundwater would be pumped to the surface from existing
wells ( identified as Nos. 8A and B) on the parcel and fed
directly to the oxidation equipment where all VOCs (TCE, DCE, VC,
etc. ) would be destroyed. The resulting effluent, treated to
State requirements for drinking water for any of these chemicals
would then be discharged directly to the City of Ripon' s sewer
system.
This process produces no secondary contamination streams and
will operate unattended with no adverse effects. No emissions
other than the treated effluent discharge are associated with it
and, should the equipment malfunction, a control circuit will
shut off both the equipment and well pump to halt operation until
repairs can be affected.
The only noise associated with the equipment is the hum of
the ultraviolet lamps and the operation of the well pump
( installed in the well casing) . Neither of these would be
audible at the property lines .
Additionally, the equipment will be installed and maintained
in a locked enclosure on the site, and the site will be both
fenced and locked to prevent unauthorized access . All hydrogen
peroxide will be stored in the enclosure with the oxidation
equipment.
A description of the oxidation process and a typical vendor ' s
equipment (Solarchem Rayox) has been attached. This .description
is based on a technical paper prepared by Dr. R. D. Samuel
Stevens , President of Solarchem Environmental Systems , Richmond
Hill, Ontario (Canada) .
-1-
