Process Description
Stockton Avenue
Raw water from E-2 and E-6 are pumped from wells and metered. Polymer scale
dispersant is injected into the mixed raw water and the combined stream is fed to the air
stripper (AS). Raw water is treated in the air stripper and then falls into the air stripper's
integrated sump. The AS sump pump removes the water from the AS sump and pumps
it into 2-in-parallel carbon adsorption polishers. The AS sump pump is feedback
controlled and maintains a constant water depth in the AS sump. The Non Potable (NP)
booster pump pumps the process stream from the carbon polishers and into the NP line.
The NP booster pump is feedback controlled and maintains a low pressure on the
discharge of the carbon adsorbers. Process controls monitor all aspects of the operation
and certain parameters are electronically logged.
The air stream from the stripping process is treated through a catalytic oxidation
process. The discharge of the process fan for the air stripper is fed into a catalytic
oxidizer (CatOx) consisting of a heat exchanger, heat addition burner and catalytic bed.
Waste heat from the oxidation process is used to preheat the incoming air stream. The
heat-exchange feature also results in lower discharge temperatures for the treated air.
Process controls also monitor all aspects of the catalytic oxidation process.
ECM ceased system operation on October 1, 2010 with concurrence of The RWQCB'.
Industrial Avenue
Raw water is pumped from several extraction wells, metered and combined into one
process stream. The raw water stream is treated through carbon adsorption in 2-in-
series carbon adsorption vessels. Treated water is typically treated through an optional
third-in-series carbon adsorber to allow for greater carbon utilization. Treated water can
optionally be boosted in pressure by a feedback-controlled pump and injected into the
Non Potable (NP) line. Automatic process controls monitor all aspects of the treatment
operations.
Regional Water Quality Control Board - Central Valley Region, Stockton Avenue
Groundwater Extraction System Shutdown Request, Former Nestle USA, Inc.
