BOX 60 ENVIRUMVIE 'NEA�fH <br /> Tracy., CA 95378 <br /> PERMIT(SERVICES <br /> FOURTH QUARTER 2009 MONITORING REPORT AND DRAFT DEED RESTRICTION - <br /> FORMER HOLLY SUGAR FACILITY, TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the 28 February 2009 Fourth Quarter Monitoring Evaluation, Fifth <br /> Consecutive Quarterly Monitoring Report (Report). John Minney (Minney) submitted the <br /> Report on behalf of Spreckels Sugar Company (Spreckels) for the former Holly Sugar facility <br /> on Holly Drive in Tracy (Site). <br /> The Site is the location of a former sugar beet facility. In November 1990, about 500 to <br /> 800 gallons of No. 6 fuel oil spilled from a 420,000-gallon aboveground storage tank (AGT) in <br /> the northeast corner of the facility. Spreckels emptied the tank in 1997, and it is no longer in <br /> operation. <br /> Spreckels conducted the fourth quarter 2008 monitoring event on 24 October 2008. The <br /> groundwater flow direction was to the southwest. Total petroleum hydrocarbons as diesel <br /> (TPHd) were detected in Site wells MW-FO-2 and MW-FO-3'at concentrations of <br /> 3,000 micrograms per liter (Ng/L) and 220 pg/L, respectively. <br /> The Report includes the results of modeling to determine whether the remaining soil and <br /> groundwater concentrations are a threat to human health and whether the plume is likely to <br /> migrate to domestic wells in the area. Spreckels states there is little likelihood the plume has <br /> migrated significantly and it would not adversely affect any nearby domestic wells. Spreckels <br /> also states that because the Site is bordered by the City of Tracy wastewater treatment plant <br /> and the groundwater has naturally high total dissolved solids (TDS), it is unlikely that a new <br /> domestic well would be installed at the Site. <br /> Our comments are presented below: <br /> 1. The Report states the groundwater data represent stable or decliningtrends, and <br /> Spreckels requests Site closure. Central Valley Water Board staff does not agree the <br /> data show a declining trend. During the fourth quarter 2008, MW-FO-2 contained the <br /> second highest concentration ever detected in that well.
