The well installation report needs to be a separate document and not <br /> included with quarterly monitoring results. The well installation report will be due <br /> 60 days after approval of the revised work plan and must include soil sample results, <br /> groundwater results, boring logs, figures showing the locations of the new wells, and <br /> recommendations for future activities. <br /> 8. The Work Plan proposes continuing to sample the new well only if results confirm there <br /> are petroleum hydrocarbons in groundwater in this location. Regional Water Board <br /> staff does not agree. Spreckels needs to continue to monitor all new wells quarterly for <br /> a minimum of one year to evaluate any seasonal trends. Regional Water Board staff <br /> prepared a draft Monitoring and Reporting Program (MRP) for the Site to describe the <br /> required sampling program. By 15 September 2008, Spreckels needs to review the <br /> attached draft MRP and submit any comments. <br /> The draft MRP includes the requirement to analyze Site wells for semi volatile organic <br /> compounds (SVOCs) and polycyclic aromatic hydrocarbons (PAHs). It also includes the <br /> California Code of Regulations, Title 23, Division 3, Chapter 30 requirement for <br /> electronic submittals over the Internet to the State Water Resources Control Board <br /> Geotracker database system. SVOCs and PAI-Is are potential components of fuel oil, <br /> so Spreckels needs to determine whether these are compounds of concern at the Site. <br /> The Geotracker Global Idenfication Number for the Site is SL375233642. All <br /> documents, including work plans, correspondence, quarterly monitoring reports, <br /> investigation/cleanup reports, etc.; and all analytical and site data must be electronically <br /> uploaded to the State Water Resources Control Board's GeoTracker database and are <br /> due at the time the paper copy is submitted to this office. Until you receive further <br /> direction from Regional Water Board staff, you also are required to submit paper copies <br /> of all reports and correspondence. Your retained environmental consultant can upload <br /> all required documents and files at your request. <br /> In summary, by 15 September 2008, please submit a revised work plan and comments on the <br /> attached draft MRP. The revised work plan must show how Spreckels plans to define the <br /> lateral extent of the groundwater plume, include a figure showing the locations of the proposed <br /> monitoring wells, and clarify the location of a well near FOP-1 R.
