CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2008-XXXX <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> SPRECKELS SUGAR COMPANY, INC. <br /> FORMER HOLLY SUGAR FACILITY <br /> HOLLY DRIVE, TRACY D <br /> SAN JOAQUIN COUNTY <br /> Spreckels Sugar Company, Inc. (Spreckels) owns a sugar beet processing facility on <br /> Holly Drive in Tracy. Holly Sugar previously operated the facility, but in 2000, Spreckels <br /> purchased Holly Sugar. Spreckels is hereafter referred to as Discharger. In <br /> November 1990, about 500 to 800 gallons of No. 6 fuel oil spilled from a 420,000-gallon <br /> aboveground storage tank (AGT) in the northeast corner of the facility. The groundwater <br /> is about eight feet below ground surface and contains up to 2,000 micrograms per liter <br /> (pg/L) of total petroleum hydrocarbons (TPH) as fuel oil. This pollution impaired the <br /> beneficial use of this water resource. Spreckels emptied the tank in 1997 and no longer <br /> operates it. In 2005, the Discharger installed three groundwater monitoring wells and <br /> has sampled them sporadically. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of <br /> the California Water Code and is necessary to delineate groundwater pollutant plumes <br /> and determine whether remediation efforts are effective. Existing data and information n <br /> about the Site show the presence of various chemicals, including TPH, emanating from <br /> the property under the control of the Discharger. The Discharger shall not implement <br /> any changes to this MRP unless and until a revised MRP is issued by the Executive <br /> Officer. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Regional Water Board for review and approval. r <br /> Once installed, all new wells shall be added to the monitoring program and shall be 11� <br /> sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are three monitoring wells at the Site (MW-FO-1 through <br /> MW-FO-3). The groundwater monitoring program for the 3 monitoring wells and any <br /> wells installed subsequent to the issuance of this MRP, shall follow the schedule below. T <br /> Monitoring wells with free phase petroleum product or visible sheen shall be monitored, I <br /> at a minimum, for product thickness and depth to water. Sample collection and <br /> analysis shall follow standard EPA protocol. <br />
