BOX 60 PERMIT/SERVICES <br /> Tracy, CA 95378 <br /> FIRST QUARTER 2008 MONITORING REPORT— FORMER HOLLY SUGAR FACILITY, <br /> TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff reviewed the 23 May 2008 First Quarter Monitoring Evaluation (Report). John <br /> Minney (Minney) submitted the Report on behalf of Spreckels Sugar Company (Spreckels) for <br /> the former Holly Sugar facility on Holly Drive in Tracy (Site). <br /> The Site is the location of a former sugar beet facility. In November 1990, about 500 to <br /> 800 gallons of No. 6 fuel oil spilled from a 420,000-gallon aboveground storage tank (AGT) in <br /> the northeast corner of the facility. Spreckels emptied the tank in 1997, and it is no longer in <br /> operation. <br /> Spreckels conducted the first quarter 2008 monitoring event on 31 March 2008. The <br /> groundwater flow direction was to the southwest. Total petroleum hydrocarbons as diesel <br /> (TPHd) were detected in all three Site wells at concentrations ranging from 270 micrograms <br /> per liter (Ng/L) to 1,100 Ng/L. <br /> Our comments are included below: <br /> 1. The first paragraph of the Report states that there is sufficient monitoring data at this <br /> time for Regional Water Board staff to evaluate the Site for closure. Regional Water <br /> Board staff does not agree. This is the first time Spreckels has collected data during <br /> the first quarter of the year and all three wells contained TPHd above the water quality <br /> objective (WQO). The 7 December 2007 and 4 March 2008 Regional Water Board <br /> staff letters requested Spreckels to conduct four consecutive monitoring events. <br /> Spreckels collected groundwater data during the fourth quarter 2007 and first quarter <br /> 2008. Spreckels needs to collect data during the second and third quarter 2008 prior to <br /> evaluating the Site for closure. <br /> 2. The Report states the groundwater data represent stable or declining trends. Regional <br /> Water Board staff does not agree. MW-FO-1 contained the highest concentrations ever <br /> detected in that well, and MW-FO-2 contained the second highest concentrations ever <br /> detected in that well. Spreckels continues to request closure in each quarterly report. <br /> In order for Regional Water Board staff to evaluate the Site for closure, Spreckels <br /> California Environmental Protection Agency <br /> 01 Recycled Paper <br />
