Ms. Anne Ogrey • •
Holly Sugar- Tracy - 2 - 7 December 2007
monitoring reports. Spreckels installed the wells in July 2005 and collected three non-
consecutive quarters of groundwater data. Regional Water Board staff received one
monitoring report on 22 November 2005. The remaining two quarters of data were
submitted in the Aboveground Storage Tank Release Closure Status submitted on
31 January 2007. Spreckels needs to collect four consecutive quarters of groundwater
samples from MW-FO-1 through MW-FO-3, WP-2, and WP-6, and analyze the samples
for TPH. Quarterly reports must be submitted as requested in the 13 April 2005
Regional Water Board staff letter. By 1 May 2008, Spreckels needs to submit the
results of the first quarter 2008 sampling event. The remaining quarterly reports are
due on 1 August 2008, 1 October 2008, and 1 February 2009. Attachment 1 provides
the information that needs to be included in the monitoring reports.
2. On 20 January 2005, Regional Water Board staff requested Spreckels to perform a
water supply well survey including review of driller logs at the Department of Water
Resources and field reconnaissance of adjacent properties within one-half mile of the
Site. The Work Plan stated that no federal, public water supply, or state wells were
located within one mile of the Site, but did not include information on private wells. On
13 April 2005, Regional Water Board again requested Spreckels to perform a water
supply well survey of the area within 2,000 feet of the Site, but Spreckels has not
submitted any results of such a survey. By 1 May 2008, Spreckels needs to perform
and submit the results of the previously requested well survey.
In summary, by 1 May 2008, please submit the first quarterly monitoring report summarizing
the first quarter 2008 sampling event and include the results of the water supply well survey.
The remaining quarterly reports are due by 1 August 2008, 1 October 2008, and
1 February 2009.
If you have any questions, you may contact me at (916) 464-4819 or by email at
kshelton(a)waterboards.ca.gov.
KRISTIN SHELTON
Water Resources Control Engineer
cc: Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Mr. John Minney, Madera Ranchos
