Box 60 <br /> Tracy, CA 95378 <br /> REVIEWASSESSMENTREPORT, HOLLYSUGAR CORPORATIONTRACYPLANT, <br /> 20500 HOLLY DRIVE, TRACY, SAN JOA QUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board(Regional Board)reviewed the <br /> 18 March 2003 Additional Soil and Groundwater Quality Assessment Report(Report) submitted by <br /> TriHydro Corporation on behalf of Holly Sugar Corporation(Holly Sugar) for the above ground storage <br /> tanks and former corn refinery at 20500 Holly Drive in Tracy(site). Investigations at the site have <br /> shown petroleum fuel contamination in soil and ground water. The soil contains up to 1,500 parts per <br /> million (ppm) of diesel and 4,100 ppm of fuel oil. The ground water contains up to 79 ppm of diesel and <br /> 41 ppm of fuel oil. The Report recommends that the site be closed with a No Further Action required. <br /> Regional Board staff have the following comments on the Report: <br /> 1. Regional Board staff does not concur with the recommendation to grant the site a No Further <br /> Action determination. There are no monitoring wells at the site, so there is no regular data to <br /> show groundwater trends or to support monitored natural attenuation. <br /> 2. Holly Sugar needs to submit a work plan to install monitoring wells at the site to establish the <br /> lateral and vertical extent of the plume. <br /> 3. Holly Sugar needs to perform a water supply well survey including review of driller logs at the <br /> Department of Water Resources and field reconnaissance of adjacent properties within one-half <br /> mile of the site. <br /> By 25 February 2005,please submit a work plan to install monitoring wells at the site, as described <br /> above.
