CENTRAL VALLAEGIONAL WATER QUALIAONTROL BOARD
INSPECTION REPORT
DISCHARGER: Holly Sugar Corporation
LOCATION & COUNTY: 20500 Holly Drive
Tracy, Ca^
CONTACT(S): Mr. Matthew G. Fenske
INSPECTION DATE: 22 March 1994
INSPECTED BY: Joel Weiss
ACCOMPANIED BY: Matt Fenske and John Bass, Holly Sugar Corporation
OBSERVATIONS AND COMMENTS:
I arrived at the site at approximately 11:30 a.m. and met with Matt Fenske an Environmental Engineer
for Holly Sugar. We were soon joined by John Bass, an employee with the company for over 30 years.
We drove over to the one large fuel oil tank at the northeast part of the property. This is the tank which
had a reported spill of about 500 gallons in November 1990. John Bass explained that the diesel spill
reported in February 1991 was actually the same spill, and it was mistakingly reported as diesel but was
in fact fuel oil #6. Similarly, the April 1991 trenching activities which uncovered fuel oil contamination
were actually the excavation activities associated with the one and only spill from the tank in November
1990. A work plan is being prepared to define the extent (if any) of contamination left in the soil.
The tank is in an earthen pit which serves as its secondary containment structure. I noticed ponded water
next to the tank which is very old.
We then drove over to where the old corn syrup plant used to be in the southwest part of the property.
The foundations of some structures are still there but the area has been leveled. Mr. Bass showed me
where the two aboveground diesel and fuel oil storage tanks used to be. I could still see their
impressions in the concrete foundation. The work plan which is being prepared will attempt to define
any contamination still in place from the reported leaks associated with these two tanks.
Mr. Fenske told me about two ground water monitoring wells in place which are relatively close to the
two areas in question. I left the site around 11:30 a.m. d
Joe . Weiss, Engineering Geologist
Approval L.) ?VJ For
/Vy w r.
