Mr. Pat Riddle <br /> Page 3 of 3 <br /> Site Inspection and Interview <br /> Ground Zero personnel inspected the spill site on December 13, 2010 and interviewed <br /> Mr. Jim Lancaster with VPPS. Mr. Lancaster was the individual who directed the spill <br /> response and cleanup in 1998. The location of the spill is currently paved with asphalt <br /> and concrete and the northeasterly edge of the spill is inaccessible to investigation due to <br /> underground electric lines. Mr. Lancaster confirmed that the volume of soil impacted by <br /> diesel was very small and that all visibly impacted soil was removed at the time. VPPS <br /> has been unable to locate records of the disposal of the five drinns of soil and absorbent <br /> that were generated by the cleanup. <br /> Conclusions <br /> Based upon the small quantity of diesel released, the abatement actions including <br /> removal of contaminated soil, the severe impact to groundwater from diesel releases at <br /> the adjacent Chevron Banta Terminal and the likely attenuation of any small amount of <br /> residual hydrocarbons in soil it is virtually impossible for this spill to have contributed in <br /> even a de minimus amount to the pre-existing groundwater contamination. Moreover, <br /> even at very shallow depths, it is likely that diesel hydrocarbons may be detected in soil <br /> as a result of contaminated groundwater from the Chevron site having risen into the <br /> capillary zone and/or historically higher water table conditions. <br /> We conclude that no further action is necessary to investigate the spill or to protect <br /> groundwater beneficial uses. <br /> If you have any questions or continents please contact us at your earliest convenience. <br /> Respectfully, <br /> Ground Zero Analysi re. <br /> NAL OF�lO <br /> o <br /> Gregory P.
