The Report concludes
that the toluene may be from another source, however, toluene was detected in the tank
removal soil samples taken under the south and middle 550 gallon tanks at 10 feet below
grade. Further investigation will be necessary in order to adequately conclude whether
or not the toluene present at the site is from the petroleum underground storage tanks
or from another point source.
Groundwater elevations, during seasonal fluctuations, have been 30-40 feet (Spring 1986,
San Joaquin County Flood Control). Due to the proximity of groundwater to the
contaminated soil sampled at 40 feet, a groundwater investigation will be necessary.
Please prepare a workplan, to be submitted to PHS-EHD by June 24, 1992, with a
minimum of three monitoring wells placed so that the former tank locations will be
within a triangular capture zone. The plan for excavation may be included within this
workplan-
Following the installation of the monitoring wells and pursuant to Section 2652(d) of the
Underground Storage Tank Regulations (California Code of Regulations, Title 23,
Subchapter 16) a quarterly monitoring report shall be submitted to PHS-EHD and
Central Valley Regional Water Quality Control Board (CVRWQCB) until the
investigation and cleanup of the site is deemed adequate.
