Weber Ave., Third Floor
Stockton, CA 95202
Subject: Contamination Assessment.Report
Kooyman Property, 6781-6787 E. Jahant Road, Acampo, CA
Dear Mr. hduma:
We are writing on behalf of the current property owner, Mr. Mike Kooyman, to present you with the
results of the recent contamination assessment conducted at the subject property. The primary purpose
of the work was to determine whether or not soil contamination existed as a consequence of previous
drug lab operations on the property. The work was also designed to characterize contaminated waste
from the septic system as hazardous or non-hazardous and to evaluate options for cost-effectively
disposing of the material. E
Soil samples collected beneath the septic system leach lines did not contain any detectable
contaminants. Analysis of the contents of the.septic tank and drummed waste previously pumped from
the tank indicates that the material does not have the characteristics of a hazardous waste.
r
I
Background
The previous owner of the property identified as 6781 - 6787 E. Jahant Road was issued a Notice and
Order to Abate Housing and Dangerous Building Violations by the San Joaquin County Public Health
Services, Environmental Health Division (EHD) on October 31, 2001. The order resulted from the
discovery of suspected methamphetamine-manufacturing operations in a mobile home on the property
(6781 E. Jahant Rd.). The location of the property is shown on Figure 1.
f
The previous owner retained Environmental Science Services, Inc. (ESSI) to conduct an inspection of
the property and to collect samples to'determine if contamination had resulted from the lab operations.
ESSI inspected the property and collected samples from inside the mobile home and from inside a
septic tank serving the mobile home. Samples of reddish-brown stains inside the mobile home were
analyzed for phosphorus and iodide while the sample collected from the septic tank was analyzed for
volatile organic compounds (VOCs) by EPA Method 8260 with open scan. The results of ESSI's
work were reported in a letter to the previous owner dated December 19, 2001. The only analyte
