Weber Ave., Third Floor
Stockton, CA 95202
Subject: Workplan for Contamination Assessment
Kooyman Property, 6781-6787 E. Jahant Road, Acampo, CA
Dear Mr. Infurna:
We are writing on behalf of the current property owner, Mr. Mike Kooyman, to present a workplan for
assessment of possible soil contamination at the subject property. The proposed work is intended to
provide an indication of the presence and magnitude of any soil contamination resulting from previous
clandestine drug laboratory operations at the property. The proposed work is also intended to
characterize the drummed water from the septic system as hazardous or non-hazardous. This will
determine the options available for disposing of the water. We also propose collecting samples from
the water remaining in the septic system for the same waste-characterization purposes.
Background
The previous owner of the property identified as 6781 - 6787 E. Jahant Road was issued a Notice and
Order to Abate Housing and Dangerous Building Violations by the San Joaquin County Public Health
Services, Environmental Health Division (EHD) on October 31, 2001. The order resulted from the
discovery of suspected methamphetamine-manufacturing operations in a mobile home on the property
(6781 E. Jahant Rd.). The previous owner retained Environmental Science Services, Inc. (ESSI) to
conduct an inspection of the property and to collect samples to determine if contamination had resulted
from the lab operations.
ESSI inspected the property and collected samples from inside the mobile home and from inside a
septic tank serving the mobile home. Samples of reddish-brown stains inside the mobile home were
analyzed for phosphorus and iodide while the sample collected from the septic tank was analyzed for
volatile organic compounds (VOCs) by EPA Method 8260 with open scan. The results of ESSI's
work were reported in a letter to the previous owner dated December 19, 2001. The only analyte
detected in any sample was toluene in the sample collected from the septic tank. Toluene was present
at a concentration of 2,700 parts per million(ppm). It should be noted that the high level of toluene or
other organics compelled the lab to dilute the sample and, consequently, the detection limits for the
