By 27 September 2004, the Discharger shall submit a Wastewater Characterization Workplan that <br /> will result in identification and classification of all wastewater streams. The workplan shall <br /> include a schedule of implementation, method of identification of wastewater streams, flow <br /> determination methods, analyte identification, analytical testing program, and description of the <br /> technical report. If wastestreams are identified that will be unavailable to sample during the study <br /> period, estimates of the wastewater quality shall be provided. The workplan shall be implemented <br /> immediately upon submission and modified if requested upon staff review. <br /> c. By 15 October 2004, the Discharger shall submit a Groundwater Quality Investigation Workplan <br /> and a Groundwater Sampling and Analysis Plan. The workplan shall propose a method to <br /> investigate existing groundwater quality both upgradient and downgradient of the land application <br /> area and wastewater pond. The investigation shall be designed to yield samples representative of <br /> the uppermost portion of the first aquifer underlying the site. The workplan shall also contain a <br /> Sampling and Analysis Plan(SAP)to ensure that samples are collected and analyzed per standard <br /> EPA procedures. The SAP shall contain the information listed in Attachment A. <br /> d. By 15 February 2005, the Discharger shall submit a Wastewater Characterization Report. The <br /> report shall present the implementation of the workplan, a summary table describing each waste <br /> stream, flow measurements, analytical results, and recommendations for changes to the MRP if <br /> appropriate. <br /> e. By 15 April 2005,the Discharger shall submit a Report of Waste Discharge. The RWD shall <br /> characterize the wastewater, describe how it will be stored, and describe how it will be applied in a <br /> manner protective of groundwater quality. At a minimum,the report shall address the following: <br /> i. Clarification of the entities that own and operate the facilities, as well as the land to which <br /> wastewater will be applied, <br /> ii. Wastewater characterization, <br /> iii. Wastewater treatment system design including pond size and location, <br /> iv. Land application area improvements, <br /> v. Salt balance, <br /> vi: Nitrogen compound balance, <br /> vii. Water balance, <br /> viii. Cropping plan, <br /> ix. The results of the groundwater investigation, <br /> x. Schedule for constructing improvements, <br /> xi. Proposed long-term method to show compliance with groundwater limitations, and <br /> xii. Proposed design for metering the flow of wastewater from the pond to the land application <br /> area. <br /> Completion of the above reports is the first step toward correcting the deficiencies of wastewater <br /> characterization at the facility.
