Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> Subject: Soil Boring Permit Application <br /> Port of Stockton <br /> Roberts Island, California <br /> Dear Mr. Knoll: <br /> Per our discussion this morning, this letter describes the activities related to the soil boring <br /> application sent to the San Joaquin County Environmental Health Division (SJCEHD) on <br /> behalf of the Port of Stockton (Port). Last year, the Port performed maintenance dredging <br /> activities along the docks at the Port's west complex. The dredged materials were transported <br /> to a dredge placement site (DPS) on Roberts Island. Prior to implementing the dredging, the <br /> Port conducted an investigation of the background soil and groundwater quality in the DPS in <br /> support of a negative declaration under CEQA and to collect data for a report of waste <br /> discharge (ROWD) to the California Regional Water Quality Control Board-Central Valley <br /> Region (RWQCB). Four monitoring wells and five soil borings were installed in February <br /> 2001 under permit from the SJCEHD. Although no formal report was submitted regarding the <br /> results of DPS assessment, the data were submitted to the RWQCB and included in the CEQA <br /> document, and Waste Discharge Requirements (WDRs) were issued to the Port for the <br /> dredging activities. <br /> The Port is planning to expand maintenance dredging activities along the docks at their west <br /> complex. Because this is a maintenance dredging operation, the dredging activities fall under <br /> a general dredging permit and the United States Army Corps of Engineers have no other <br /> involvement in it. The dredged materials will be transported to the same DPS site. Because <br /> the expanded dredging will exhume more material than last year's dredging, additional soil <br /> samples will be taken northwest of last year's soil and groundwater sampling in an area known <br /> as the "decant water overflow area." Five soil borings are proposed for this area, again in <br /> support of a negative declaration for CEQA and to collect data for a ROWD. This work is <br /> self-directed, as the Port is the lead agency on the CEQA project. We have enclosed a work <br /> plan for the soil borings, including a map showing the approximate location of the borings. <br /> All findings will be submitted to and reviewed by the RWQCB, and WDRs must be issued <br /> before the dredging can take place.
