AMENDED WORK PLAN TO EVALUATE
SUITABILITY OF ROBERTS ISLAND
FOR DREDGE MATERIAL PLACEMENT
Port of Stockton
Stockton, California
INTRODUCTION
The Port of Stockton (Port) is planning maintenance dredging activities along approximately
1,400 feet of dock at the Port of Stockton West Complex (PSWC) along the Federal Deep
Water Channel of the San Joaquin River. It is estimated that about 65,000 cubic yards (cy) of
solid material will be removed using a cutter head and suction method at a solids content of
about 20 percent. The material will be transported approximately 5,000 feet via a floating
pipeline to an approved dredge placement site (DPS) on Roberts Island. The site comprises an
approximately 40-acre tract that is currently fallow.
In compliance with the California Environmental Quality Act (CEQA), the Port submitted an
"Initial Review Checklist/Proposed Mitigated Negative Declaration" (MNG) for the project on
September 19, 2000. In addition, the Port submitted a Waste Discharge Application to the
California Regional Water Quality Control Board, Central Valley Region (RWQCB) on
August 1, 2000. As one of the interested parties in the CEQA process, the RWQCB provided
comments on the MNG, dated October 26, 2000. Based on those comments, the Port
submitted the original Work Plan to Evaluate Suitability of Roberts Island on January 5, 2000.
Based on the RWQCB comments (e-mail dated February 1, 2001) on the original work plan,
Geomatrix Consultants, Inc. has prepared this Amended Work Plan.
SCOPE OF SERVICES
The scope of services for this work plan addresses specific comments made by the RWQCB. It
is arranged in tasks that need to be accomplished in order to evaluate the suitability of the site
for dredge material disposal.
The services described below will include fieldwork to install borings and monitoring wells and
to collect soil and groundwater samples from the DPS. Prior to drilling, permits will be
obtained from San Joaquin County Public Health Service/Environmental Health Division
(PHS/EHD). In addition, boring sites will be marked and Underground Services Alert will be
asked to identify any underground utilities in the area.
