This <br /> investigation was approved by the Regional Water Quality Control Board(RWQCB) in correspondence <br /> dated March 26, 2009(Attachment A)with comments addressed in a Response to RWQCB Comments <br /> ' letter prepared by URS on April 13, 2009 (Attachment B). <br /> SITE BACKGROUND <br /> ' Deuel Vocational Institution(DVI)is a State of California correctional facility with various land uses.A <br /> site plan of the bum pit area is provided as Figure 1. Much of the land is used for inmate housing, and <br /> most of the remaining land supports facility operations.DVI's Burn Pit is located northeast of the <br /> ' inmate housing facility.The former Bum Pit location is variably covered with asphalt, grass,and soil. <br /> The land use activity surrounding DVI is primarily agricultural. A Union Pacific Railroad track forms <br /> the northwest boundary of the DVI property. <br /> 1 In October 1985,water samples were collected from the agricultural drainage ditch downstream of the <br /> DVI stormwater discharge. Elevated levels of chlorinated solvents were detected in the water samples <br /> ' collected,particularly tetrachloroethene(PCE) and trichloroethene(TCE).
