Box 942883 <br /> Sacramento, CA 95826 <br /> REVISED PILOT STUDY WORK PLAN AND WORK PLAN FOR WELL <br /> ABANDONMENT AND REINSTALLATION, DEUEL VOCATIONAL INSTITUTION <br /> BURN PIT SITE, 23500 KASSON ROAD, TRACY, SANJOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (Central <br /> Valley Water Board) staff has reviewed the Revised Work Plan for Conducting a <br /> Groundwater Remediation Pilot Test Using Emulsified Oil Substrate at the Department <br /> of Corrections Deuel Vocational Institution Burn Pit (Revised Pilot Study Work Plan), <br /> dated 18 November 2010, and submitted on your behalf by URS Corporation. <br /> ' In the Revised Pilot Study Work Plan, the Department of Corrections proposes to inject <br /> 165 gallons of a 10:1 water-diluted Emulsified Oil Substrate (EOS) into each of 30 <br /> ' injection points at a depth between 7 and 23 feet, which has been interpreted by URS <br /> as the zone of highest impacts of tetrachloroethylene (PCE), trichlorethene (TCE) and <br /> cis-dichloroethene (DCE). <br /> ' URS will monitor MW6-BP as a "treatment zone" well to evaluate the performance of <br /> the injection within the burn pit area. URS is proposing to install two additional wells, <br /> MW-24 BP and MW-25BP, to monitor the effects of the injectant on groundwater quality <br /> within the "transition zone", and utilize wells MW-213 and MW-5BP as compliance <br /> monitoring points. Well MW-7BP will be used to monitor background water quality at the <br /> ' Site. <br /> Prior to injection, URS will be collecting background groundwater samples from <br /> monitoring well MW7-BP, and baseline groundwater samples from the wells being <br /> observed in the Pilot Study. URS has proposed two suites of analytes. The first, for pre- <br /> and post-injection, includes volatile organic compounds (Method 8260), anions <br /> ' (chloride, sulfide, sulfate and nitrate), metals (Method 6020), hexavalent chromium, <br /> total organic carbon, total dissolved solids, alkalinity and field parameters. For the Pilot <br /> Study, URS proposes a similar suite of analytes, except metal analysis will be restricted <br /> to barium, arsenic, iron and manganese (these metals were the by-products observed <br /> during the bench-scale test).
