Box 942883
' Sacramento, CA 95826
REVISED PILOT STUDY WORK PLAN AND WORK PLAN FOR WELL
' ABANDONMENT AND REINSTALLATION, DEUEL VOCATIONAL INSTITUTION
BURN PIT SITE, 23500 KASSON ROAD, TRACY, SANJOAQUIN COUNTY
t The California Regional Water Quality Control Board, Central Valley Region (Central
Valley Water Board) staff has reviewed the Revised Work Plan for Conducting a
Groundwater Remediation Pilot Test Using Emulsified Oil Substrate at the Department
of Corrections Deuel Vocational Institution Burn Pit (Revised Pilot Study Work Plan),
dated 18 November 2010, and submitted on your behalf by URS Corporation.
' In the Revised Pilot Study Work Plan, the Department of Corrections proposes to inject
165 gallons of a 10:1 water-diluted Emulsified Oil Substrate (EOS) into each of 30
injection points at a depth between 7 and 23 feet, which has been interpreted by URS
' as the zone of highest impacts of tetrachloroethylene (PCE), trichlorethene (TCE) and
cis-dichloroethene (DCE).
' URS will monitor MW6-BP as a "treatment zone" well to evaluate the performance of
the injection within the burn pit area. URS is proposing to install two additional wells,
MW-24 BP and MW-25BP, to monitor the effects of the injectant on groundwater quality
' within the "transition zone", and utilize wells MW-213 and MW-5BP as compliance
monitoring points. Well MW-713P will be used to monitor background water quality at the
Site.
Prior to injection, URS will be collecting background groundwater samples from
monitoring well MW7-BP, and baseline groundwater samples from the wells being
' observed in the Pilot Study. URS has proposed two suites of analytes. The first, for pre-
and post-injection, includes volatile organic compounds (Method 8260), anions
(chloride, sulfide, sulfate and nitrate), metals (Method 6020), hexavalent chromium,
total organic carbon, total dissolved solids, alkalinity and field parameters. For the Pilot
Study, URS proposes a similar suite of analytes, except metal analysis will be restricted
to barium, arsenic, iron and manganese (these metals were the by-products observed
' during the bench-scale test). Sampling during the Pilot Study is proposed to be
conducted quarterly for three quarters, and a final annual event.
' California Environmental Protection Agency
