Focused Groundwater Investigation Work Plan <br /> Deuel Vocational Institution(DVI), Tracy, California Introduction <br /> 1.0 Introduction <br /> URS Corporation Americas (URS)has prepared this Focused Groundwater Investigation Work Plan <br /> (Work Plan)on behalf of California Department of Corrections and Rehabilitation(CDCR)under <br /> Agreement No. 5600003303 in response to the recommendations and conclusions of the 2022 Annual <br /> Groundwater Monitoring Report(URS 2023a) and Site Investigation Summary Report(URS 2022), <br /> conducted for Deuel Vocational Institution(DVI) at 23500 Kasson Road in Tracy, California(project <br /> site). The purpose of the investigation is to 1)investigate groundwater(GW) contamination through <br /> installation of GW monitoring wells(MWs)in the vicinity of MW-9-BP; 2) evaluate volatile organic <br /> compound(VOC)concentrations in GW; and 3)determine the health risk to future occupants of the <br /> property. <br /> 1.1 Site Location <br /> The project site is in the city of Tracy, California,as shown in Figure 1 (all figures and tables are <br /> provided at the end of this document). DVI was a State correctional facility with various land uses, <br /> including inmate housing and facility operations. <br /> 1.2 Purpose and Scope of the Work Plan <br /> On behalf of CDCR, URS recently conducted a site investigation and semi-annual GW monitoring events <br /> in 2022 and 2023. The Site Investigation Summary Report presented the results of the indoor air(IA), <br /> crawl space(CS), and soil gas(SG) sampling conducted in January 2022 (URS 2022). The GW <br /> monitoring reports presented the results of the semi-annual events conducted in April and December of <br /> 2022 and May 2023 (URS 2023a; 2023b). The results presented in these reports indicated that the project <br /> site may pose unacceptable vapor intrusion risk to future indoor occupants. GW is also impacted; the area <br /> surrounding MW-9-BP has had concentrations of trichloroethene(TCE)and tetrachloroethene (PCE)in <br /> GW exceeding their respective GW maximum contaminant levels(MCLS)in multiple sampling events, <br /> over the many years since GW sampling has taken place. The second quarter of 2023 (2Q23)GW <br /> monitoring event recommended further investigation and characterization of PCE and TCE contamination <br /> in GW near MW-9-BP to inform the need and/or approach for future remediation(URS 2023b). <br /> The purpose of this Work Plan is to provide the proposed sampling locations,rationale, and methods to be <br /> used for GW sample collection(and subsequent analysis)in the vicinity of MW-9-13P,near the <br /> Laundry/Sallyport. <br /> Based on the results of this and previous investigations,URS will develop a summary report,which will <br /> discuss field activities performed, analytical results,potential areas of concern,and possible path forward, <br /> including remediation options if needed. <br /> 1.3 Site Background <br /> This section summarizes available background information about the project site. <br /> 1.3.1 Deuel Vocational Institution History, Operations, and Features <br /> DVI was a State of California correctional facility that is now operated in a warm shut-down phase <br /> without inmates present and minimal support staff. Figure 1 shows an overview map of the project site. <br /> Much of the land at DVI was used for inmate housing, and most of the remaining land supported facility <br /> 1-1 <br />
