SGAVIN NEWSOM
\\\ OOVFPIbH -
OALIFOIIXIA _ _ -SECRUARYFORNFElO
water Boards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
1 April 2020
Randall Lange
JahantWood Cellars,L.P.
1525 E. JahantRoad
Acampo, CA 95220
APPROVAL OF THE MONITORING WELL INSTALLATION WORKPLAN AND
GROUNDWATER SAMPLING AND ANALYSIS PLAN,JAHANT WOOD CELLARS,
L.P., LANGE TWINS WINERYAND VINEYARDS, SAN JOAQUIN COUNTY
Lange Twins Winery and Vineyards(Facility)is owned and operated by Jahant Wood
Cellars, L.P. (the Discharger). The Facility is currently regulated under Waste
Discharger Requirements(WDRs)Order R5-2006-0088, adopted on 4 August2006.
The Dischargeris removing their existing land application areas(LAAs) and plans to
discharge wastewater to a newly purchased,60.1-acre parcel located adjacenttothe
Facility. Revised WDRs that will include the new LAA are proposed for adoption at the
Central Valley Water Board's April 2020 Board meeting.
Because groundwater quality beneath the new LAA has not been established, the
Discharger has proposed to install groundwater monitoring wells priordischarging
wastewater in this area. The Discharger submitted a Monitoring Well Installation Work
Plan and Groundwater and Sampling and Analysis Plan (Work Plan),dated 24 March
2020 that proposes to install two monitoring wells thatwill be included underthe existing
Monitoring and Reporting Program, which will be revised when new WDRs are adopted.
Central Valley Water Board staff has reviewed the Work Plan and recommends the
following:
• After well installation, well development should continue until a turbidity of less
than 5 nephelometric turbidity units(NTUs) is achieved (or as close as possible
to 5 NTUs within reason).
This recommendation was discussed with the Discharger's consultant, Enviro
Assessment, PC, in an email dated 27 March 2020.The con sultantagreed to
Implementthe turbidity recommendation; therefore, the Work Plan is approved, and a
revised Work Plan is not required to be submitted.
