Soil
contamination was noted under the 1,000-gallon regular gasoline tank and the 500-gallon
diesel tank by the PHS/EHD inspector witnessing the tank removals. Analytical results from
the soil samples collected beneath the 1,000-gallon tank evidenced hydrocarbon
contamination of 3,100 parts per million (ppm) total petroleum hydrocarbons as diesel, 390
ppm xylene and 49 ppm toluene.
In PHS/EHD correspondence dated March 7, 1994 you were notified that contaminant levels
at this site exceed allowable limits and that the site was placed on the list of contaminated
sites in San Joaquin County. You were also sent information regarding the State of
California Water Resources Control Board's (SWRCB) "Petroleum Underground Storage
Tank Cleanup Fund".
In PHS/EHD correspondence dated November 27, 1996 you were notified that this site was
assigned to the PHS/EHD's Local UST Oversight Program for oversight of assessment and
cleanup activities at contaminated underground tank sites.
Please submit a work plan to investigate the vertical and lateral extent of contamination at
the above referenced site to PHS/EHD by April 16, 1999.
