Box 248 <br /> St. Helena, CA 94574 <br /> HYDROGEOLOGIC INVESTIGATION AND GROUNDWATER SAMPLING AND ANALYSIS <br /> PLAN REVIEW, SUTTER HOME WINERY, SAN JOAQUIN COUNTY <br /> Staff has reviewed the 11 November 2009 Hydrogeologic Investigation and Groundwater <br /> Sampling and Analysis Work Plan (Workplan), prepared by Kennedy/Jenks Consultants for <br /> the Sutter Home Winery Westside Facility. The Workplan was required by Waste Discharge <br /> Requirements (WDRs) Order No. R5-2009-0073, Provision G.1.d. We also understand that <br /> the groundwater monitoring wells described in the Workplan have been installed so that <br /> Sutter Home will be able to comply with Provision G.1.f (Hydrologic Investigation Report) and <br /> Provision G.1.g (Background Groundwater Quality Standard Report). <br /> The Workplan does not adequately address the following items. Those items shall be <br /> addressed in the Hydrologic Investigation Report, and additional work necessary shall be <br /> proposed therein. At a minimum, the following items shall be addressed: <br /> 1. The purpose of the hydrogeologic investigation is to allow calculation of the background <br /> groundwater quality standard as described in WDRs Provision GA.g. The provision <br /> states, in part: <br /> By 1 July 2013, the Discharger shall submit a Background Groundwater Quality <br /> Standard Report that presents a summary of all monitoring data (including data <br /> obtained prior to adoption of this Order), determines the background groundwater <br /> quality, and verifies the Discharger's Antidegradation Study... <br /> While the Workplan describes a hydrogeologic investigation, it is unclear how <br /> background groundwater quality will be determined from the data that will be collected. <br /> This issue is described more specifically below. Please address the issue of how <br /> background groundwater quality will be determined. <br /> 2. WDRs Groundwater Limitation F.1 requires background groundwater quality to be <br /> calculated using the methods provided in Title 27 Section 20415(e)(10). There appears <br /> to be a number of issues related to the proposed data analysis. Please address the <br /> following: <br /> a. Workplan Section 2.2.6.2 describes a method to determine the 95-percent Upper <br /> Confidence Limit Concentration (UCLC).
