Box 248
St. Helena, CA 94574
CONDITIONAL APPROVAL, MONITORING WELL INSTALLATION WORKPLAN, SUTTER
HOME WINERY WESTSIDE FACILITY, SAN JOAQUIN COUNTY
I have reviewed the 14 May 2009 Monitoring Well Installation Workplan, prepared by
Kennedy/Jenks Consultants for the Sutter Home Winery Westside Facility. The workplan is
generally acceptable with clarification of the following items:
1. The proposed well locations for Wells GW-9, GW-11, GW-12, and GW-13 are all located
approximately the same distance from the northern property boundary. The grab
groundwater data collected for preparation of the 31 October 2008 Report of Waste
Discharge (RWD) indicated groundwater quality may vary with distance from the
northern property boundary. You may wish to reconsider the well placement to better
evaluate the spatial variation of groundwater quality.
2. Section 4.4 describes surveying the new wells' location and elevation; Section 2.2.7.1
refers to the existing wells (Wells GW-1 through GW-6 and DWS-1 through DWS-3)
being surveyed to a relative datum. Please ensure the survey is adequate so that the
groundwater elevation of all the site wells can be evaluated. Because the groundwater
gradient is so low at this site, minor errors in well casing elevations can result in
significant errors in groundwater flow direction determination:
3. Figure 5 does not show an adequate concrete apron for either the standpipe or flush
mounted wellheads. Please refer to the California Well Standards, Bulletin 74-90
Section 10. Please resubmit a revised Figure 5 prior to installing the wells.
4. Because the depth to groundwater is shallow at the site and the wells will be located
adjacent to land application where treated wastewater will be applied, you are
encouraged to maximize the annular seal to the extent possible while monitoring the first
saturated interval. In general, it is not necessary to place well screen at the water table.
Please call to discuss this if needed.
Please note that the Tentative Waste Discharge Requirements (WDRs) presently in public
review includes a requirement for a hydrogeologic study. The work proposed in this workplan
does not address all of the items required by that study.
