Robert Tones -2 - J 4 October 2001 <br /> Report of Waste Discharge for the Existing System <br /> By 15 November 2001, Sutter Home shall submit a RWD for the existing system. The RWD should <br /> only address the wastewater treatment system that is currently operating and should describe any <br /> improvements proposed to provide better treatment of the wastewater and to protect groundwater <br /> quality. <br /> A RWD consists of the Form 200 Application/Report of Waste Discharge General Information <br /> (enclosed), a filing fee, and the answers to the attached Additional Information Requirements—Existing <br /> System. The RWD shall be prepared in a unified technical report by a California Registered Engineer. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. We have determined that this discharge is categorized as 2B, with a$1,200 annual fee. <br /> Therefore, the RAID is to include a$1,200 check, made payable to the State Water Resources Control <br /> Board. <br /> Because wastewater is being generated and discharged to land before WDRs were adopted, the RWD <br /> shall also include an Operation and Maintenance Plan for the existing system. The Operation and <br /> Maintenance Plan shall be submitted by 15 November 2001, and shall describe the existing industrial <br /> and domestic wastewater systems, operation and maintenance procedures, and procedures that will be <br /> implemented to protect groundwater quality. The Operation and Maintenance Plan shall also include a <br /> cropping plan. The cropping plan shall describe available acreage, crop type, crop water usage, cutting, <br /> harvest, and removal, and shall show how wastewater is applied at agronomic rates (i.e., the crops shall <br /> take up all applied nitrogen). <br /> 31 July 2001 Report of Waste Discharge <br /> Staff have reviewed the 31 July 2001 RWD for the Sutter Home Winery prepared by Summit <br /> Engineering, Inc. The RWD describes a Phase I wastewater treatment system planned for construction <br /> before the beginning of the 2003 harvest; it does not describe the existing system. Mr. Kevin LeMaster <br /> recently informed Tim O'Brien of the Regional Board staff that the Phase I system is not expected to be <br /> constructed by 2003 as originally planned. The construction will be at a later, undetermined date. <br /> Staff s review of the RWD has determined that additional information is required, and must be <br /> submitted in an addendum to the RWD. The RWD addendum must address all items listed on the <br /> enclosed sheet entitled "Additional Information Requirements—Phase I System" and must be prepared <br /> under the supervision of a California Registered Engineer. This addendum to the RWD shall be <br /> submitted at least 120 days before Sutter Home plans to begin discharging waste to the Phase I system. <br /> Groundwater Monitoring Workplan <br /> The storage or discharge of wastewater to land must not degrade the underlying groundwater. <br /> Groundwater monitoring wells are typically installed and monitored to determine whether an impact is <br /> occurring, or has the potential to occur. Because Sutter Home is already storing and discharging <br /> wastewater at this site, Sutter Home must implement a groundwater monitoring program. By <br /> 15 November 2001, Sutter Home Winery shall submit a Groundwater Monitoring Workplan that is <br />
