Brown Sand, Inc. <br /> 800 West Mossdale Rd. <br /> Lathrop, California <br /> Spill Prevention, Control, and Counter Measures Plan <br /> 1.0 Plan Administration <br /> This SPCC plan has been prepared to meet the requirement of Title 40, Code of Federal <br /> Regulations, Part 112 (CFR 40 part 112). The purpose of the plan is to describe the <br /> measures set forth by Brown Sand, Inc. to prevent discharges from occurring. The <br /> following key actions must be performed to be in compliance with all applicable SPCC <br /> rules. <br /> o Complete monthly and annual site inspections to evaluate the tanks, associated <br /> piping and vent lines, site security and response equipment. <br /> o Perform preventative maintenance of equipment to keep it in the proper working <br /> condition. <br /> o Conduct annual employee training on the measures included in the SPCC. <br /> o If either of the following occurs, submit the SPCC plan to the EPA Region 9 <br /> Regional Administrator and the California Department of Environmental protection <br /> Agency: <br /> o The facility discharges more than 1,000 gallons of oil into or upon the <br /> navigable waters of the U.S. or adjoining shorelines on a single spill event; <br /> or <br /> o The facility discharges oil in quantity greater than 42 gallons in each of two <br /> spill events within any 12-month period. <br /> o Review the SPCC plan every five (5) years and amend the SPCC Plan within (6) <br /> six months of the reviews to include more effective prevention and control <br /> technology if such technology will significantly reduce the likelihood of a spill <br /> event from the facility, and if such technology has been field-proven at the time of <br /> review. <br /> o Plan amendments including facility design,construction,operation,or maintenance <br /> that materially affects the facility's potential for the discharge of oil into or upon <br /> the navigable waters of the United States or adjoining shorelines shall be certified <br /> by a Professional Civil Engineer (PE) within six (6) months. Administrative <br /> changes or non-technical changes do not require certification by a PE. <br />
