Brown Sand,Inc.
Spill Prevention, Control, and Countermeasures Plan Page: 21
June 3, 2020
on the Steel Tank Institute's (STI) SP001 standards. Records of all integrity testing will
be maintained on site.
During daily and monthly visual inspections, any evidence of spills at the dispensers, pipes,
or tank loading areas will be noted and documented.
The SPCC plan will be reviewed every five (5) years and amended within six (6) months
of the review. More efficient prevention measures and control technologies will be
included, if such technology will significantly reduce the likelihood of a spill event from
occurring, and if such technology has been field-proven at the time of review.
3.8.1 Spill Reporting(40 CFR 112.7(a)(4))
Spillage incidents are reported by site employees, and an incident report is filled
out by the facility manager and is kept at the office. A brief report will be prepared
describing the occurrence, remedial activities, and possible modifications to current
operations to prevent a similar occurrence from happening again. This log is
available for inspection during normal business hours, and a sample Incident report
is provided in Appendix B.
3.8.2 Inspections and Tests (40 CFR 112.8(c)(6))
Visual inspections are conducted in accordance with provisions outlined and
discussed in this plan. Any noted leaks, failures, or damage to the aboveground
storage tanks and their associated apparatus will be repaired immediately and
documented on the inspection logs. Records of all inspections, tests, and corrective
actions taken will be maintained with the SPCC plan for a minimum of three (3)
years. Below is a detailed discussion of the inspections and test to be performed:
Daily Inspections:
Visual inspections are conducted on a daily basis and include a complete walk
through of the facility looking for any tank/piping damage or leaks and/or staining
on the soil or pavement.
Monthly and Annual Inspections:
Monthly and annual inspections are to be conducted by personnel knowledgeable
of the tanks and their components in accordance with the Steel Tank Institute's
(STI) SP001 standards. Inspections will be signed and dated by the individual
performing the inspection and documented on a monthly or annual inspection logs
(Appendix E):
