WORK PLAN <br /> FOR GROUND WATER WELL INSTALLATION AND MONITORING <br /> PORT OF STOCKTON-ROUGH AND READY ISLAND,CALIFORNIA <br /> 1. INTRODUCTION <br /> Environmental Risk Services Corporation (ERS) has prepared this Rough and Ready <br /> Island MO-1 Ground Water and Monitor Well Installation and Monitoring Plan (Work Plan) <br /> on behalf of the Port of Stockton (Port). The Port has proposed Rough and Ready <br /> Island Site MO-1 (MO-1) as a dredge placement facility and intends to operate it as <br /> such. The site is located on Rough and Ready Island in Stockton, CA. Figure 1 depicts <br /> the location of MO-1 on Rough and Ready Island. <br /> On December 5, 2013, the Port submitted a Request for Amendment to Notice of <br /> Applicability — Docks 8 through 11 Maintenance Dredging (ERS, 2013) to allow temporary <br /> placement of dredge spoils at MO-1. That report was filed pursuant to the Regional <br /> Water Quality Control Board-Central Valley Region (Regional Board) General Waste <br /> Discharge Requirements Order No. R5-2009-0085 (WDR). It presented data describing <br /> the chemical constituents of the dredge sediment, foundation soils, and ground water in <br /> the vicinity of the Project. Data were collected from various sources and that request <br /> concluded that temporary placement of dredge sediment at the Project facility posed no <br /> significant threat to human health or water resources. <br /> In support of proposed and future maintenance dredging in its East Complex, the Port <br /> intends to apply for a permit to make MO-1 a permanent dredge materials placement <br /> site. This work plan provides a procedure for characterization of the site to evaluate <br /> possible risks associated with human health and water resources. <br /> 2. BACKGROUND <br /> 2.1 DESCRIPTION OF MO-1 <br /> Placement Site MO-1 is located in the southeast portion of Rough and Ready Island <br /> (RRI) in the Port of Stockton's West Complex (Figures 1 and 2). The site covers an area <br /> of approximately 30 acres. MO-1's southern border is located at the confluence of the <br /> Burn's Cutoff with the San Joaquin River. McCloy Ave. and Navy Dr. run parallel to its <br /> northern boundary. A warehouse is located immediately along its western boundary. <br /> Its eastern side continues in an oblong shape along the San Joaquin River, until the <br /> point at which Navy Dr. crosses the San Joaquin River. <br /> Rough and Ready Island is located along the southern margin of the Stockton Deep <br /> Water Shipping Channel.
