Hunter Street <br /> Stockton, CA 95269 <br /> The San Joaquin County Environmental Health Department (EHD ) had directed by letter <br /> dated 02 September 2008 that operation of the dual phase extraction (DPE) system <br /> installed on your site to address soil and groundwater impacted by the unauthorized <br /> release from your former underground storage tank (UST) be implemented. Remediation <br /> was initiated 23 September 2008, and was apparently terminated 06 October 2008, or <br /> shortly thereafter; reportedly in response to the State Water Resources Control Board <br /> Cleanup Fund ( Fund ) suspending your letter of commitment. The DPE operation was <br /> terminated without notice to, or concurrence of, the EHD . <br /> During the approximately 296 hours of system operation , the soil vapor extraction <br /> portion of the DPE extracted approximately 709 pounds of total petroleum hydrocarbons <br /> (TPH) and the groundwater extraction portion removed approximately 46 pounds of <br /> TPH . The initial results demonstrate that DPE is effective for remediating impacted soil <br /> and groundwater on your site. <br /> The EHD had not initially responded to your unauthorized termination of the DPE <br /> operation in order to analyze the potential effect of the groundwater extraction (GWE) <br /> component of the DPE on the plume of groundwater impacted by tetrachloroethene <br /> (PCE) and tricholoethene (TCE) associated with the UniFirst Facility located at 819 N. <br /> Hunter Street. Groundwater monitoring data from that site has recently become available <br /> and the EHD has concluded from the data that the PCE/TCE plume is cross-gradient <br /> from your site and is migrating toward the northeast. The more intensely impacted <br /> groundwater appears to be in the depth interval 65 to 75 feet below surface grade (bsg ) , <br /> below the depth of your DPE well screen at 10 to 40 feet bsg , The first influent <br /> groundwater sample from the DPE system did not contain detectable concentrations of <br /> PCE , TCE or other chlorinated hydrocarbons associated with dry cleaning operations. <br /> Based on these data , the EHD has concluded that operation of your DPE system is not <br /> likely to have a significant effect on the PCE/TCE plume associated with the UniFirst <br /> facility, and you are directed to reinitiate operation of the DPE system no later than <br /> 01 September 2009, To detect encroachment of the PCE/TCE plume onto your site and <br /> into your extraction system, the analytical suite for groundwater samples collected from <br /> Directive Letter 0709 <br />
