CTAT4 <br /> A S S 0 C I A T E S I N C . <br /> 6.1 Building, Air Pollution Control District, and Well Installation Permits <br /> An Authority to Construct and Permit to Operate application will be completed and submitted to <br /> J the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) to allow for <br /> construction and installation of the proposed VES . The application includes a site history, VES <br /> specifications, and analytical results. A complete set of plans will be submitted to the San Joaquin <br /> County Building, Planning and Fire Departments for review, comment, and approval prior to <br /> construction and installation of the VES and groundwater extraction and treatment system. <br /> 6.2 Construction and Construction Inspection <br /> Following approval of the design plans and specifications, obtaining County Building, Fire and <br /> Planning Department permits, and SJVUAPCD air permit to construct, systems installation in <br /> accordance with the approved Plans and Specifications will be initiated. Construction will include <br /> completion of wellhead piping connections; pressure testing of lines; installation of the remediation <br /> shed; connection of electrical service and installation; and plumbing of all process equipment <br /> i1 related to the VES and air sparge system. <br /> 6.3 Systems Startup and Operation <br /> 6.3.1 Vapor Extraction and Air Sparge Systems Monitoring <br /> After completion of installation, operation of the proposed VES and AS system will be initiated in <br /> compliance with applicable regulatory agencies. Startup procedures will include monitoring, <br /> maintenance and sampling within the first 5 days of operation. Operation and maintenance of the <br /> ll systems typically includes tluee site inspections for the first week of operation, and site visits once <br /> :a <br /> every week for the first month. After the fust month of operation, site visits will be typically <br /> I - performed once every two to four weeks, or as needed over the operating life of the remediation <br /> systems. Modifications to this typical schedule will be made if additional requirements are <br /> specified by the SJVUAPCD in the Authority to Construct/Permit to Operate for this site.
