Box 60 <br /> Tracy,CA 95378 <br /> HOLLY SUGAR PLANT,TRACT,SAN JOAQUIN COUNTY(Case No.171) <br /> We have received the final odor control plan from Brown and Caldwell and <br /> your letter of 26 April 1991 on the current status of the project Please update <br /> us again on the odor control project status prior to the upcoming harvest <br /> campaign. This status report should be submitted by 15 August 1991. <br /> We reviewed our case file for your facility and recognized there are several <br /> outstanding issues which need to be resolved. 'These issues include a water <br /> quality monitoring system for the site, the applicability of California Code of <br /> Regulations, Title 23, Division 3, Chapter 15 (formerly Subchapter 15) to the <br /> waste management units at your facility, and updating the facility's waste <br /> discharge requirements. <br /> The water quality monitoring plan by T riHydro Corporation, dated 26 October <br /> 1989, provides a good starting point for the monitoring system. The proposed <br /> system includes five wells around the wastewater ponds and three wells <br /> around the irrigation pond_ The monitoring plan also includes surface water <br /> monitoring points and monitoring of Holly's supply wells_ We approve the <br /> proposed -mordtormg-pian. .Please provide us with a time scheclule by <br /> 15 August 1991 for well installation, sampling, and submittal of a technical <br /> report with well construction details and sample results_ The construction <br /> report for the monitoring wells should include a statement from the qualified <br /> professional responsible for design and installation which certifies that the <br /> monitoring program complies with Amcle 5 of Chapter 15. We expect well <br /> installation to be completed before the end of the year. <br /> Please note the following comments when constructing the monitoring <br /> wells. The screened intervals for the monitoring wells should target <br /> reasonably productive units in the subsurface such as the shallow, saturated <br /> sand layers identified in previous site borings.
