A comprehensive ground water monitoring program, including subsurface
geohydrology, aquifer locations and uses , direction of ground water
movement, background water quality and proposed design and location of
monitoring wells.
2. Waste characterizations from the lime pond, mud pond, and irrigation water.
Analyses should include BOD, COD, pH, EC, TDS and standard minerals.
3. A process flow diagram delinenating the wastewater flows and sample
locations.
4. A technical discussion of pond leakage and potential ground water impacts
including hydraulic conductivity of the lime layers and underlying soils,
soil transformations or attenuations and total pond leakage.
5. Because Holly Sugar owns 1,500 acres surrounding the plant, it is not clear
whether the holding ponds , although odorus, are creating an off-site
nuisance. To avoid future problems Holly Sugar should take steps to reduce
pond odors.
6. A time schedule for completion of these elements should be submitted to our
office by 1 July 1985.
If you have any questions, please call me at (916) 324-0805.
RICHARD G.
