STATE OF CALIFORNIA <br /> STATE WATER RESOURCES CONTROL BOARD <br /> ORDER NO. 71-22 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> HOLLY SUGAR COMPANY, TRACY PLANT <br /> The State Water Resources Control Board finds: <br /> 1. Holly Sugar Company intermittently discharges approximately <br /> 2.8 mgd of mixed process wastewater and cooling water <br /> into settling ponds. During irrigation season the waste- <br /> water is used for irrigation. The wastewater that cannot <br /> be used for irrigation is discharged to a drainage ditch <br /> from where it is pumped into the Old River. The amount <br /> of discharge from Holly Sugar Company into the Old River <br /> is unknown. The aforementioned drainage ditch also drains <br /> agricultural runoff and storm runoff from Holly Sugar <br /> Company' s property and adjacent land. <br /> 2. The discharge is subject to the waste discharge require- <br /> ments adopted by the California Regional Water Quality <br /> Control Board, Central Valley Region, in Resolution No. 53-25. <br /> 3. The State Water Resources Control Board adopted a Water <br /> Quality Control Policy for the Sacramento-San Joaquin <br /> Delta on June 14, 1967. <br /> 4. The beneficial uses of the Sacramento-San Joaquin Delta <br /> are: <br /> a. Agricultural water supply <br /> b. Industrial water supply <br /> c. Domestic water supply <br /> d. Navigation <br /> e. Recreation <br /> f. Aesthetic enjoyment <br /> g. Preservation and enhancement of fish and wildlife <br /> 5. The State Board has notified the discharger and interested <br /> persons of its intent to revise the waste discharge require- <br /> ments and has given them the opportunity to comment on <br /> the proposed order. <br /> 6. The State Board in a public meeting heard and considered <br /> all comments pertaining to the discharge. <br />
