MAIN ST. <br /> MANTECA CA 95336 <br /> In a letter dated May 17, 1999, San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) directed you to conduct a well survey <br /> within a 2000-foot radius of the site by June 5, 1999. In a letter dated May 21, 1999, <br /> your consultant WHF expressed the well survey could not be conducted by June 5, <br /> 1999, citing all work to be performed must go through the bid process and State.Water <br /> Resources Control Board Cleanup Fund (State) pre-approval of costs before <br /> commencement of work. In a letter dated June 14, 1999, PHS/EHD agreed to extend <br /> the deadline for submittal of the well survey to July 15, 1999. This work was not <br /> performed. In a letter dated February 24, 2000 and March 7, 2000 (the letter was <br /> mailed out a second time because PHS/EHD was unaware you had moved), <br /> PHS/EHD again directed you to conduct the well survey by March 15, 2000, and <br /> include it in the March Quarterly Monitoring Report. In a letter dated March 14, <br /> 2000, WHF informed PHS/EHD that this work could not be completed by March 15, <br /> 2000 citing again that the work must go through the bid process and State pre-approval <br /> of costs prior to commencement of work. The well survey has not been conducted to <br /> date. <br /> Department of Health Services has adopted a drinking water action level of 13 parts <br /> per billion (ppb) of Methyl tert-butyl ether (MTBE). The highest level of MTBE <br /> detected from a grab groundwater sample at this site was 47,000 ppb. The highest level <br /> of MTBE detected from a water sample collected from a monitoring well was 5,700 <br /> ppb. Given the highly mobile and resilient nature of MTBE in groundwater, the sandy <br /> geology of the area, and the high concentrations of MTBE detected in the monitoring <br /> well water samples at this site, there exists an urgency to delineate the extent of the <br /> contamination plume and evaluate its potential impact and threat to the drinking water <br /> in the region. A properly conducted well survey is a critical element in the <br /> determination of potential threat to nearby drinking water wells. California Code of <br /> Regulations Title 23, Division 3, Chapter 16, Section 2725 (e) states that An assessment <br /> of the impacts shall include...
